This means that you should not just conclude in everything you see, learn to be patience and observe circumstances.



 Just like Matthew 7:2 says "For with the judgement you pronounce you will be judged, and with the measure you use, it will be measured unto you."
 If you are always the Judiciary, you too will be judged one day...
